Therefore, it is an important task to formulate China's industrial evaluation standard system as soon as possible.

From the perspective of industrial development in developed countries such as Europe and the United States, it is almost always after the industry has formed a certain scale, it has begun to improve industrial functions, introduce institutional standards, regulate market behavior, create an industrial environment, manage industrial culture, and finally enter Industrial innovation stage. The various industry standards are drafted by industry associations or private scientific research institutions, and the government provides financial support and promotion according to the differences in the importance of various standards. However, China is different. Associations and non-government organizations must draft a variety of standards and pay a large amount of declaration and evaluation fees to the national standards certification agencies. In this way, departments that have the qualifications for standardization only collect money and do not organize drafting standards. Industry associations or private scientific research institutions that can formulate standards are reluctant to organize drafting standards because of the cumbersome procedures and financial problems. The standard-setting work naturally cannot keep up with the pace of industrial development.

In addition, China currently only stays in the formulation of standards in the formulation of standards, and the key supporting links in the industrial chain and the comprehensive competitiveness of the industry and other similar standards are still completely blank. In response to this phenomenon, the Institute of Resources and Environmental Policy of the Development Research Center of the State Council and the Southern Modern Market Economic Research Institute have jointly formed the research group of “China Industrial Cluster Competitiveness Series Evaluation Index System” from the beginning of this year. It began to draft and evaluate the evaluation criteria of industrial competition, and decided to spend three years to complete the work of benefiting the country and the people, thus making up for the gaps in the various standards in China's industrial development, and leading the world. At present, the project has achieved initial results. On May 22 this year, on the 8th anniversary of the establishment of Xingbang Industry, the research results will be officially released.
